重庆大学硕士学位论文中文摘要 重庆大学硕士学位论文 中文摘要 I I 摘 要 当前我国城乡发展不平衡，“三农”问题突出。发展现代农业可以振兴农村经济， 增加农民收入。而现代农业的发展要依靠科技进步和高素质的农村劳动力，但是， 目前我国农村劳动力素质较低，严重制约着农村改革的深化和农村经济的进一步 发展。可见，开发农村人力资源，提高农民整体素质，是解决“三农”问题的重要途 径，也是建设社会主义新农村的迫切要求。本文在国内外农村人力资源开发理论 研究成果的基础上，结合重庆大城市带大农村的市情，采用定性分析与定量分析、 数据统计与对比分析相结合的方法，对重庆市农村人力资源开发现状、问题进行 了较为系统的研究，并提出了可行性建议。 第一，简要介绍了本文的研究背景、目的及意义、研究内容、方法和技术路 线等相关内容，并对人力资源、人力资本、农村人力资源及其开发等相关概念做 了界定，同时，对国内外人力资本以及农村人力资源开发理论进行了梳理。 第二，从质、量、结构等维度对重庆市农村人力资源状况进行了分析，主要 内容有农村人力资源规模大、文化素质低、劳动技能缺乏、身体素质差、思想观 念落后；农村劳动力多从事第一产业，外出务工人员主要从事第二、三产业，流 动总量大。 第三，分析了重庆市农村人力资源开发过程中存在的问题，主要有农村教育 投入不足，教育基础薄弱；农民培训体系不健全，培训质量不高；农村医疗卫生 事业发展滞后，农民保障水平低；农村劳动力流动不畅，转移开发困难多。 第四，在分析总结国内外农村人力资源开发的主要做法和可以借鉴的经验基 础上，针对重庆市农村人力资源开发中存在的问题，提出了对策建议。比如，转 变观念，提高认识；加强农村教育、培训，提高农村人力资源综合素质；健全农 民培训体系，提高劳动技能；加快农村劳动力流动，促进迁移性开发；完善农村 社保制度，提高农村人力资源的保障水平等，以期为开发重庆市农村人力资源提 供决策参考。 关键词：重庆市，农村人力资源，人力资源开发 重庆大学硕士学位论文英文摘要 重庆大学硕士学位论文 英文摘要 II II ABSTRACT At present, the development between cities and countryside is imbalance in China, so the issues concerning agriculture, countryside and farmers are obviously. The development of modern agriculture can activate the rural economy and increase the income of farmers, and its development depends on the progress of techniques and improving the quality of the rural labor force. However, the low quality of rural labor force restricts the rural reform and cuts down the growth of the rural economy. Therefore, the development of rural human resources and improving the quality of farmers are not only the important method to solve the issues concerning agriculture, countryside and farmers, but also are the new demand to build a new socialist countryside. This paper is based on the results of theoretical studies of rural human resource at home and abroad. The methods of qualitative analysis and quantitative analysis, statistics and comparative analysis were used to analyse the situa tion of big city with large rural areas in Chongqing.
