But there are problems in the urban and rural economic structure contradiction which will stop Chengdu to achieve the three most ( make efforts to build Chengdu to the best business environment, the best living environment, the most comprehensive strength of the modern city of especially big center in western in China) goal and the comprehensive construction well-off societys principal contradiction and problems. The article quoted a number of experiences of domestic and foreign urban and rural development, including government intervention, legal protection, land system reform, urban and rural social security system, to establish the fiscal transfer payment system, establish and improve the cooperative economy organization, encourage local and the participation of the civil society, which can be learned by Chengdu area, and thus to obtain the corresponding enlightenment.
