Since China implemented the reform and open policy, the social security system of China has been continuously improving, the peoples standard of living and quality of life have been greatly improved. From 1993 June, Shanghai took the lead in establishing the urban minimum living guarantee system, to 1997 September, the State Council issued the on the establishment of city residents of the minimum living guarantee system of notification, which developed and implemented the urban minimum living guarantee system, make the system of urban minimum living guarantee gradually set up throughout the country.
