II II Abstract What is remitting prison? Whats the sense and basis of establishing a remitting prison? How is it going now? From the perspective of the first remitting prison in China--Xing Cheng prison, this research delved into the concept, feature, function, and instauration principles of remitting prison, and on the basis of a survey on current developing status and shortcomings,we proposed corresponding measures and ecommendations of meliorating the remitting prison. Remitting prisons, a new-style prison, focus on practical skill training, mainly applied to releasing criminals. The usual procedure is to concentrate all the qualifying outlaws within the province to a single prison, where they would receive a three-month remitting education and practical skill training, making them ready to return to society. Remitting prisons are contributing to recasting quality and re-socialization of criminals, reducing repetitious crimes, maintaining social stabilization, and representing an advanced executing ideality and reasonable education method. By innovating prison theory, it has opened a door for reformation of prison-system. Thus, remitting prison is of high theoretical and practical significance. In Hunan Province, remitting prison has evolved from exploring period to official implementing and stable developing period, but being a from bottom to the top reforming explore, it still has a long way to go from national generalization. Besides, it has quite a few shortcomings to overcome, which would need innovation of ideality, consummation of legislation, enhancement of supervision, and improvement of education.
