PAGE PAGE 3 摘要 随着人民生活水平的提高、人们物质需求得到满足，人们对降低社会风险 的愿望越来越强烈，因而在社会经济生活中，社会保障的重要性日显突出。而 在社会保障的各项内容中，医疗保险制度则是一项最具有普遍需求意义的社会 化制度。同时也因为它涉及关系的复杂性而在整个社会保障体系中占据了关键 的地位，从而成为了大众的关注焦点。 本文以晋中市城镇职工基本医疗保障制度改革与实践为主线，结合当地实 际情况，对山西省晋中市城镇职工基本医疗保险制度进行了相关研究。本文从 该制度的选题背景与研究意义入手，阐述了研究方法、文献综述、论文框架与 创新点。其次分析了基本医疗保险制度的概念、基本理论以及晋中市基本医疗 保险制度的实施概况。在阐述了基本情况的背景下，通过数据分析，评价了其 基本医疗保险基金和保险费用的现状。从而归结出了山西省晋中市城镇职工基 本医疗保险制度改革中遇到的问题，并针对性地提出了以下完善建议：重中之 重还是要适度扩大人群覆盖面、完善医疗保险制度的建设以及提高医疗保险的 公平性和保障质量。 【关键词】城镇职工 基本医疗保险制度 改革 研究 Abstract With the improvement of peoples living standard and people’s material needs are met, the desire to reduce the social risk is more and more intense, so the importance of the social security is more and more prominent in the social and economic life. In all contents of social security, medical insurance system is one of the most universal socialized system. Because of it involves the complexity of the relations in the whole social security system occupies the key position, thus become the focus of concern of the public. Taking the reform and the practice of Jinzhong town worker’s basic medical security system as the main line, combined with local actual situation, are to analyze basic medical insurance system of Jinzhong, Shanxi Province. In this paper, based on the topic background and significance of the system, elaborated the research methods, literature review, thesis framework and innovation points. Secondly, mainly analyze the concept of basic medical insurance system, basic theory and the general implemented situation of basic medical insurance system. Under the background of the basic situation in this paper and through data analysis , are to evaluate the status of medical insurance fund and insurance fees. Which comes down out of the jinzhong basic medical insurance system reform problems, and puts forward the following Suggestions: priority or moderately expand coverage for people, improve the medical insurance systems construction and improve the quality of the fairness
