I I 中文摘要改革开放以来，在我国社会转型、体制转轨和政府职能转变的过程中，大量的社区居民由原来的主要依附于单位的“单位人”逐步涌向社区，成为主要依归于社区的“社会人”；随着社会主义市场经济的发展，人们的物质生活条件得到了极大的改善，市民文明素质和城市文明程度不断提高，社区居民的民主意识和参与意识不断增强，社区居民自治成为社区发展的必然趋势。社区居民参与和社区居民自治是城市基层社会民主政治建设的基础和核心内容，也是我国社会主义民主的重要组成部分之一。因此，在我国社区建设、社区发展和社区管理的实践中，如何从制度上营造和完善有助于社区居民参与和社区居民自治的条件，探索新型多样化的社区居民参与的途径和机制，切实解决影响社区居民参与和社区居民自治的主要矛盾及问题，是广大社区治理专家学者和社区实际工作者一直思考的问题。本文详细论述了社区居民参与的概念、内涵、分类及推动和发展社区居民参与的重要意义，提出社区居民参与是居民自治的实践起点，而政治社会化与民主技能训练则体现了社区居民参与的社会政治功能。本文以武汉市白沙洲街道，一个省级文明街道为例，通过解剖一个“麻雀”，全面分析了该街道社区参与的途径与机制，介绍了当前社区居民参与存在的主要问题及影响因素，提出了进一步推动和发展社区居民参与的对策措施。白沙洲街道从街道到社区，从有组织参与到自主性参与，从随即性参与到制度化参与，为居民参与提供了有效途径与机制，极大提高了居民参与的积极性。但受到社区归属感、社区公共空间发育程度、参与价值与参与成本的影响，社区居民参与还存在参与意识弱，参与内容有限，参与率与参与效益低等问题。应重视社区意识的培养，注重社区居民的共同需要，组织多样化的参与活动，支持、培育社会中介组织在社区的发展，处理好居委会与居民的关系，加强社区居民参与的制度化建设，走公共参与的发展路径。关键词：社区参与社区自治途径与机制 II II Abstract After the reformation, in the change of the process with the transformation of the society, turning track of the system and government working talent in our country, a great deal of community inhabitants become “society person” depending on the community from “unit person” mainly depending on the unit originally ,which gradually flow to the community ;Along with the development of socialism market economy, peoples physical life condition got improvement , citizen civilization character and city civilization degree got higher continuously , the community inhabitants democracy consciousness and participate consciousness strengthen continuously, the community inhabitants autonomy become the trend of community development. Inhabitants’ participation and self-governing in the community is the basis and core content of the city’s social democracy construction. It is also one of the important components of socialistic democracy in our country.
