重庆大学研士学位论文·中文摘要 重庆大学研士学位论文 · 中文摘要 摘要 在我国，乡镇企业是在计划经济还没有完全转轨的特殊背景下成长起来的。 20 多年来，乡镇企业飞速发展，己成为我国社会主义市场经济的重要组成部分，在农 村经济和国民经济中具有不可替代的地位和作用。因此，乡镇企业与联产承包、经 济特区和一国两制被国外专家评价为中国改革开放最具代表性的四大成果。 乡镇企业获得巨大发展有其特殊的历史背景。农村实行联产承包经营责任制leJ. 后释放出了大量剩余劳动力，而在城市中又实行计划经济下的劳动就业制度，使得 这些农民只有自谋出路，从而使乡镇企业异军突起飞另外，中国经济较长时期内 处于短缺状态，这为乡镇企业提供了巨大的发展空间。乡镇企业组织形式自由，经 营机制灵活，利用农村低成本劳动力发展劳动密集型产业，适应市场经济，具有较 强的生命力，使它能够在与城市大工业的竞争中求得生存和发展，实现了历史性的 突破e 随着市场经济的逐步确立和宏班经济形势的变化，乡镇企业由体制原因而释敢 出的能量逐渐减少，己有的比较优势正在丧失，陷入发展的困境。重庆市乡镇企业 在大城市、大农村的特殊市情和地区差异性很大的情况下，既要经受大背景的严歧 考验，又要破解这域性的难题，正面 i隆着前所为有的新挑战。 本文针对重庆市乡镇企业发展的现状，运用相关经济和企业发展理论，全面剖 析了重庆市乡镇企业产生、形成、发展的过程，通过对十八户乡镇企业的调查研究， 对影响乡镇企业发展的政府行为、市场要素、法律制度、企业机制、技术能力、企 业文化等六个方面的问题进行了分析，从总钵上，把握住乡镇企业发展的走向脉络 和趋势变化。 本文在对乡镇企业理论与实践理性思考的基础上，从改善外部环境，着力抓好 法律、政策、管理、金融四大支撑和练好内功，重点在发展战略、企业制度、技 术、企业文化、企业管理上的创新等两大举搓，使重庆市乡镇企业应对新挑战，实 现其发展的新的历史突破。 关键词z 乡镇企业，市场经济，创新 (/ 重庆大学磺士学位论文英文搞要 重庆大学磺士学位论文 英文搞要 ABSTRACT ‘、 .._ 、 .
