II II ABSTRACT Construction supervision is a scientific management system which has been carried out in construction field in China recentely. It has strategic meanings for shunting the economic system, exploiting the international construction market and entering the international economic cycle. Under the situation of entered into WTO, Chinese construction supervision will be greatly affected by the change of international and domestic market. The article starts with review of construction cost consulting in both domestic and overseas areas, then compare the cost consulting systems between China, UK and USA, analyse the difference and cause, also from the angle of information economics (mostly principal-agent theory) , analyse the economic Principal-Agent relationship of cost consulting system. In the end of article, based on my analysis and research of the existing problem when current cost consulting system implementing in China, and with help of good experience from overseas developed countries, I present my idea of developing Engineering cost consulting system in China from changing structure to developing road map with details in my article..
