首 首 都经济 贸易大 学硕士 学位论 文 城镇 失业人员 就业培 训服务 体系 问 题研究 I I 摘 要 改革开放至今，我国从计划经济体制转变为市场经济体制，经济 快速发展，取得了举世瞩目的好成绩。然而在经济发展的同时，也产 生了失业问题，尤其是大龄城镇失业人员日益增多，成为政府全面建 设科学发展观的不和谐因素，劳动力市场的形式严峻，就业问题与经 济发展、社会安定紧密联系。进行失业人员职业技能培训，解决城镇 失业人员的再就业问题，成为政府制定就业政策的工作重点。 本文以北京市 XX 区城镇失业人员为主要调查对象，围绕职业技 能培训体系中的培训机构、城镇失业人员、社会保障部门三个主体， 采用问卷调查和深度访谈相结合的形式，对北京市 XX 区城镇失业人 员职业技能培训现状及存在问题做了理论探讨分析，并提出相关的可 行性改革建议。 第一部分是导论。主要论述了本文的研究的目的和意义；对已有 的相关研究进行归纳总结；学习和总结国外的成熟经验；研究内容和 方法以及相关概念界定。第二部分是北京市XX区职业技能培训体系的 现状阐述。第三部分是基于现状产生的问题进行分析。第四部分是针 对问题从不同方面提出解决建议。最后是本文的结论和不足。 关键词：城镇失业人员 职业技能培训 再就业 II II Abstract China from a planned economy into market economy system since reform and opening up, rapid economic development has made remarkable good results.
