万方数据 万方数据 摘要 我国电信市场体制改革的不断深入，使国内电信运营业呈现出多元化的趋势，结算业务 种类的不断增加以及结算规则的不断变化，对结算系统提出了越来越高的要求。电信运营商 既要完成与其它电信运营商间的结算处理，又要完成与其他省公司间的漫游摊分处理，以及 对增值业务 SP 商进行成本核算等处理。各运营商为了节约成本、提高管理效率和综合竞争力， 都在紧锣密鼓的进行系统的优化和调整，都把系统集中和综合作为建设的最终目标。如今 4G 时代的正式到来，相对于 3G 可承载大量的数据业务来说，4G 则可承载所有的移动互联网业 务，基于互联网的结算方式对结算系统提出了更高的要求。因此，综合结算系统的建立势在 必行。 本文首先介绍了结算业务和结算系统的概念，分析了结算系统的研究现状以及所要面临 的挑战，然后深入研究综合结算系统相关的概念和技术，深入探讨综合结算系统中各个组成 部分以及其作用，包括核心的文件处理及相关技术，出帐流程处理等等，同时通过系统的参 数管理和内存排重等关键技术来研究实现的算法和存在的创新点。由此设计实现一个安全可 靠、灵活高效的综合结算系统，能够满足各种各样的差异性业务的接入；实现新的业务种类 所提出的更高要求；规范结算业务的处理；解决各业务客户信息的集中管理；满足外围接口 的各种差异性接入，解决各家运营商现在迫切需要解决的结算相关问题。 关键词：综合结算系统、文件处理、出帐流程处理、参数管理、内存排重 I Abstract The ceaseless development that Chinas telecommunications market of our country market reforms, the domestic telecommunication industry has shown a trend of diversification, the settlement business types are growing and changing .Higher and higher demands are proposed on the clearing system.Telecom operators need to complete both between the other telecom carriers and settlement process, and need to do with other provincial company, and spread the processing and value-added service cost accounting problems between SP trader.Operators in order to save costs need to improve management efficiency and comprehensive competitiveness,they are in wildly beating gongs and drums to optimize and adjust system.The ultimate goal is to optimize and adjust the construction of comprehensive.
