I I 摘 要 伴随着现代社会公民参与意识的提高，当今大学生的参与热情日益增涨， 学生参与学校管理正是培养其公民参与意识的有效途径；高等教育市场化的推 进使得大学生主体观念逐步加强，学生参与学校管理是维护学生自身权益的良 好形式；现实中存在高校管理以行政为价值本位的现象，严重阻碍了高校的发 展，学生参与管理亦不失为高校“去行政化”的内部实现途径。我国学生参与 高校管理目前正处在起步摸索阶段，在实践中存在许多问题尚待解决，为完善 我国学生参与高校管理制度，本文有必要对高校学生参与管理问题进行探讨。 本文运用行政学、政治学、社会学学科的基础知识，在充分吸收借鉴国外 学生参与管理的实践经验基础上，运用实证研究、比较分析、文献分析的方 法，按照问题的提出、分析及解决的思路进行研究，对学生参与管理进行了概 念界定依据分析，并且以安徽大学为考察对象，通过分析安徽大学学生参与的 组织形式及取得的成绩来总结其实践经验，通过对在校学生的抽样问卷调查及 笔者的工作体会来归纳其现实状况，期望在机构设置、制度保障方面找到解决 现实问题的对策答案。 关键词： 学生参与 高校管理体制 模式创新 II II Abstract With awareness of citizen participation in modern society, todays college students enthusiasm is increasing and student participation in management of colleges and universities is an effective way to develop their sense of civic participation ; With the rapid progress of higher education marketization, the subject consciousness of the students is strengthening and student participation in management of colleges and universities is the good form to safeguard the interests of the students; In reality, the value of executive-base in management of colleges and universities is a serious impediment to the development of the university, then it might also be the internal approach to go administration is changed for student participation in school management . Our student participation in university management now is in the exploration stage, and there are many issues to be resolved. It is necessary to discuss the issue of the improvement of student participation in management of colleges and universities system. This paper researches on student participation using the major knowledge of administrative science、political science、sociology, absorbing from international relevant practical experiences and taking use of empirical research、 comparative analysis、 literature analysis in accordance with the way of proposing the problem, analyzing the problem and solving the problem.
