 PAGE 5 安徽海事系统预防腐败对策分析 摘 要 腐败现象影响经济发展，腐蚀社会风气，是造成社会不稳定的“毒瘤”。如 何解决腐败已成为各国政府机构及其相关部门面临的一个共同难题。伴随社会 经济的快速发展，我省水运正以前所未有的速度迅猛壮大，作为全省水运主管 部门，安徽省地方海事系统由于其特殊的行业特点和相对集中的执法权限，使 其一直处于腐败高风险行业。本文以安徽海事系统腐败贪污现状为出发点，分 析该系统腐败行为发生的特点、易发环节和成因，并从文化、制度、权力、体 制、管理等五个角度深入剖析海事系统腐败行为发生的根本原因，积极探索预 防腐败的有效途径，有针对性地提出了安徽海事系统预防腐败的对策，包括加 强教育、健全制度、强化监督、依法办案、深化改革等措施，尽可能地铲除滋 生腐败的土壤，以期能为海事系统的防腐工作提出建议，从而有效促进海事系 统的人员绩效乃至整个海事系统的行政效率。 关键词: 安徽海事系统；预防腐败；根源；对策 Countermeasures of Preventing Corruption In Anhui Maritime System Abstract Corruption is a serious problem which may inflence economic development, corrode social atmosphere, and even lead to unstable of society. Sloving corruption has been a hard problem which all governments and departments had to confront. With the rapid development of social economic, AnHui province shipping has grown up with unprecedented speed . As the authorized agency of AnHui shipping, because of special territory features and relative concentrate rights of enforcement, which lay in the high risk industries of corruption. In the essay, with the background of corruption status quo in AnHui local maritime, it analyzes the characteristics of corruption behavior, highly generated sections and causes, and deeply parses five aspects of the root of culturative, systematic, authority 、 institution and management. It also discovers the effective way of preveting corruption actively, proposes the well targeted countermeasures of preventing corruption, including all measures like enhancing education, completing system, reinforcing adminstration, handling cases comply with law, and deepening innovation,to pull out the soil as much as possible which causes corruption. We expect that this paper can give some useful advisement to preventing corruption, so that it can enhance the performance of civil servants and the administrative efficiency of maritime system.
