Abstract
With the rapid development of economy, the expectation of Macao citizens on the government is continuous increasing, especially on service commitment and service quality. The Macao SAR government has also launched a series of public administration reform measures. As the government’s performance is closely related to the performance of the civil servants, and the general public tends to discontent in terms of civil servants’ work performance and efficiency, in order to respond to the needs of society, the Macao SAR government launched the? Macao Special Administrative Region Performance Appraisal System of the Civil Service? on 1st January 2005. This is an important reform for the public administration of the government.
This paper discusses and proposes suggestions to the new system through revealing the pros and cons of the new system by comparing the content of the old and new system. In addition, through analyzing the interviews with current civil servants, it investigates the effectiveness of the new system by understanding what they think the system has progressed. Questions are raised after the investigation, including if the appraisal system is subjective; if there is a lack of monitoring system; if there is a lack of safeguard system in making sure the result of the appraisal is trustworthy; if the assessment targets and contents are insufficient; if the system is giving encouragement to civil servants; if there is an absence of appraisal system to the top management staff, etc. Through these questions, suggestions to the new system are proposed, including to enhance the application of the appraisal result; to establish target and standard to different vocations; to increase the promotion and training for the appraisal system; to set up internal and external monitoring system; to introduce appraisal system to top management staff, etc. It is hoped this paper can be a reference for the government in revising t
