II II Abstract Under the influence of globalization and with the arrival of knowledge economy, the new time that advocating “set store by people, put science and technology first, take innovation as precedence” not only brings the inspiration to our entrepreneurs but also the severe challenge to our public official leaders. The major problem which is necessary for the leaders to consider is how to adapt to the international and domestic environment and improve the organization efficiency and administrative efficiency. In he time full of competition, super-speed and uncertainty, it seems that the previous theories whether which attach importance to “an innate inborn ability of Leadership Trait Theory, individual behaviors of Leadership Behavior Theories nor contextual elements of Contingency Theory in Leadership” all can not give us more hints to guide the public servants’ behavior any more. Therefore, the new leadership theory which can guide leaders to fit in our society owns a large demand market, and transformational leaders emerge at a historic moment. How to play a powerful leadership role of leaders, stimulating the initiative and creativity of imitators and making the organization to adapt to the international and domestic environment faster and better which becomes a more significant, strategic and realistic issue. This thesis expounds the related theory of transformational leaders and administrative staff creativity systematically. It reveals the definition of transformational leaders, in combination with the dimensions of transformational leaders from the perspectives of transformational leaders’ implications, analyzes the role of transformational leaders. It also closely explains mediators among the roles of transformational leaders, following that, analyzing the related theories on administrative staff creativity, and exploring the relevance between transformational leaders and administrative staff creativity in depth.
