唰恻恻FO 州州川o m川川A呻 刚刚酬AMM 州州唰A呻 州川o川o mmma吨， 恻恻Y 摘要 摘要 随着计算机技术和网络的发展，电子政务成了我国政府向服务型政府转变 的关键之一，而行政审批的电子化则是实现电子政务的一个基本内容:如何建 设一个虚拟的网上行政审批平台是各级政府都关心的一个重要问题，也是很多 企业和机构研究的热点之一。 本文首先分析了目前国内以及我省电子政务和审批系统的现状，总结出目 前我省审批系统存在的不足以及急需解决的问题，并提出电子政务统一审批平 台的建设需求。 其次，对审批平台的需求进行分析，主要是描述了各类使用者对平台功能 的需求以及平台的非功能需求。 第三，对审批平台用到的关键技术工作流和数据交换进行讨论，分析为什 么要使用工作流和数据交换，这些技术的实现模式、能够获得的好处等。 第四，根据需求设计平台的基本架构、安全设计、功能设计以及重要功能 的实现方式等，提出了相关设计思想与设计方案，并着重讨论了工作流引擎、 工作流实例以及数据交换的设计和实现。 最后，指出了本系统可以进一步研究的问题，并对审批平台未来的建设做 出了展望。 关键词:电子政务:审批平台;工作流:数据交换:安全 Abstract Abstract With the development of computer technology and network，e-government service has become one which of impo此ant keys to transform our government to the service-oriented government.E-administrative approval is an essential element to achieve e-government.How to build a virtual online platform for administrative approval is an important issue which alllevels of government concem and also one of the hot research spots of many enterprises and institutions.
