重庆市统筹城乡进程中农民对土地流转意愿分析 　　摘 要：在重庆市统筹城乡综合配套改革试验的进程中，农村土地流转的制度创新及其具体模式的探索是重要的改革内容。对重庆市江北区农民土地流转意愿的调查表明：现在大部分农民都有土地转出和转入的意愿；农民土地流转意愿受到经济、社会等多种因素的影响；农民在土地流转方式上倾向于通过区政府，而对中介机构却不是很信任。农村土地制度的改革，必须充分尊重农民的意愿，不但要建立健全土地流转市场机制和农村最低生活保障制度，还要为农业剩余劳动力的转移提供更广阔的就业途径和良好的就业环境。 　　关键词：重庆江北区；统筹城乡；农村土地；土地流转意愿 　　中图分类号：F301.2 文献标识码：A 文章编号：1008-6439（2009）01-0001-05 　　 　　Analysis of land transfer of farmer’s desire during the course of the urban and rural development plan as a whole of Chongqing municipality 　　――Taking Jiangbei District as an example 　　ZHU Li-fen, LUO Dong-qi, LI Ying-hui 　　(Yangtze Upriver Economic Research Center, Chongqing Technology and Business University, Chongqing 400067, China) 　　Abstract: During the course of reforming and trialing of the urban and rural development plan as a whole of Chongqing municipality, taking Jiangbei district as an example, this paper investigates and analyzes the basic circs of land transfer of farmer’s desire, and discusses the influencing factors on land transfer of farmer’s desire, the characteristic of land transfer and mode selection. So it puts forward that many farmers have the desire of transferring land in and out nowadays, the desire of land transfer of farmers is affected by economic, social and many other factors, they are inclined to transferring land by government which shows that they don’t believe in agent organization. In the end, it also gets some corresponding results.
