黑龙江省外贸面临新形势新格局新挑战新机遇与对策建议 　　[摘 要]目前，黑龙江省外贸形势回稳向好，加工贸易加速发展，但进出口绝对量与发达省份差距仍较大。黑龙江省外贸发展面临以下新形势：外贸企业结构调整和动力转换加快，全球有效需求持续低迷形势有所缓解，出口方面获得的正向拉动较为显著。面临的新格局：“一带一路”是我国对外开放区域的转移重心；内外需求联动发展格局已形成；黑龙江省园区体系逐渐成型，多点支撑外贸多元化发展新格局；东西双向互济的开放格局。面临的新挑战：地缘政治日趋复杂；贸易保护主义升温；运输方式亟待整合。面临的新机遇：“一带一路”倡议带来新机遇；供给侧改革和东北振兴系列支持政策为东北振兴注入活力。提出以下对策建议：加快发展跨境电子商务；继续着力打造“一带一路”园区体系；在鸡西、七台河、鹤岗等地加强产业转型升级，重点发展加工贸易，积极承接产业转移。 　　[关键词]黑龙江省；新形势；新格局；新挑战；新机遇 　　[中图分类号]F062.9 　　[文献标识码]A 　　[文章编号]2095-3283（2018）04-0025-04 　　Abstract： At present， Heilongjiang’s foreign trade has stabilized， the processing trade has developed rapidly. However， the absolute gap between imports and exports is still larger than the developed provinces. The development of Heilongjiang’s foreign trade is facing the following new situation： the structural adjustment and dynamic transformation of foreign trade enterprises have accelerated， and the global downturn in effective demand has eased， and the positive pull from exports has been more significant. The new pattern： “The Belt and Road” is the focus of China’s opening up， the development pattern of internal and external demand linkage has been formed， Heilongjiang Province Park system gradually forming， multipoint support pattern of foreign trade diversification， east and west two-way mutual aid open pattern. New challenges： Geopolitics is becoming more and more complex，trade protectionism is heating up，transportation mode needs to be integrated urgently. New opportunities： “The Belt and Road” to bring new opportunities， the supply side reform and the Northeast Revitalization series support policies inject vitality into the revitalization of Northeast China.
