革命老区发展和红色旅游关联性研究 　　摘要：在市场经济条件下，老区扶贫方式正逐渐由“救济型”向“开发型”转变。自2004 年下半年开始,红色旅游逐渐进入快速发展的黄金时期，本文在区域反贫困理论的基础上，通过对老区发展路径的分析，发现革命老区虽然经济滞后，却有发展红色旅游的历史资源和后发优势，红色旅游可以成为老区脱贫致富的突破口。文章选取瑞金为个案，着力探讨了老区发展与红色旅游的关联性，充分论证了旅游扶贫相关行业的巨大发展潜力。接着从红色旅游与老区发展的驱动效应，老区发展与红色旅游的融合形式两个维度，提出了革命老区发展与红色旅游相互作用的关联度模式，建议老区应做好红色旅游的产业定位，寻求优良的发展模式，以红色旅游为抓手，真正实现经济、社会、文化和人民生活的全面进步。 　　关键词：老区 红色旅游 区域 反贫困 　　 　　A Study on the Association between Old Revolutionary Areas’ development and Red Tourism――Based on the Analysis of a Regional Anti-poverty Case 　　Huang Xijia Xue Yingying 　　Abstract:Under market economy conditions,the way to help Old Revolutionary Areas (ORA) are gradually transformed from “relief-oriented” to “exploration-oriented”.Currently,during the golden time for the development of Red Tourism,this paper analyses the development path of the ORA on the basis of the Regional Anti-poverty Theory,then discovers that red tourism is a breakthrough for such areas to become prosperous.Although most of the old revolutionary areas are laggard,but they do have the historical conditions and some advantages of backwardness for developing Red Tourism.Furthermore,the authors select Ruijin as a typical case.In order to prove that the pro-poverty tourism is an industry of great help,it probes into the association between the development of ORA and red tourism.After that,an interactive mode between the Red tourism and ORA is proposed from the two following aspects:one is the driving effect and the other is the harmonization form.At length,the suggestions are that the Old Revolutionary Areas should make wise orientation on Red Tourism industry,and seek good models for the development of red tourism so that the ORA can generally achieve advancement on economy,sociality,culture and people’s life. 　　Keywords:Old Revolutionary Areas Red tourism Region Anti-poverty 　　【中图分类号】F592.7【文献标识码】A 【文章编号】1009-9646(2008)10-0145-05 　　 　　1.序言 　　 　　南非总统姆贝基认为：贫困是最大的污染。贫困问题始终是全球面临的一大难题。在我国，老、少、边区的脱贫也一直是党和国家关注的重要课题。2001年5月，江泽民同志在中央扶
