上海药品带量采购相关问题的研究 　　摘 要 本文对上海药品带量采购的主要做法尤其是突出的亮点比如质量综合评价体系和采购结算流通进行总结和分析。发现上海药品带量采购真正实现了招采合一、带量采购，降价效果显著，有利于推动我国医药产业优化升级，鼓励生产企业提高自主创新能力，扶持流通企业做大做强；有利于实现医药分开，促进医院合理用药，并避免医药购销领域商业贿赂的发生；有利于触发和推动三医联动改革。但也存在一些问题，如短期内无法扩大推广、影响医院的现金流、对医保的资金垫付能力和支付方式的改进也提出了更高的要求。因此，笔者认为，上海带量采购采取渐进方式开展和推进的同时也需要三医联动同步配套实施。 　　关键词 药品 招标 带量采购 三医联动 　　中图分类号：R193.2 文献标识码：C 文章编号：1006-1533（2016）09-0058-04 　　Study on the issue related to Shanghai drug procurement with target quantity 　　WU Qirong 　　（School of International and Public Affairs， Shanghai Jiao Tong University，Shanghai 200030， China） 　　ABSTRACT This article summarizes and analyzes the major practices especially the outstanding highlights of Shanghai drug procurement with target quantity such as comprehensive evaluation index of quality， procurement and payment process. It is found that the combination of bidding with purchasing is successfully realized in Shanghai drug procurement with target quantity， which results in the obvious effect of price reduction and is of benefit to promoting the optimization and upgrade of the pharmaceutical industry， encouraging the independent innovation of the manufacturing enterprises， supporting the enlarging and strengthening of distribution enterprise. It is also helpful to realize the reform of medical care， promote the rational medication in clinic and avoid the commercial bribery in the field of medicine purchase-and-sell. It will also activate and promote the tripartite system reform. However， there exist some problems such as the limit of expand in a short time， the decrease of cash flow for hospitals， the higher requirement to the improvement of the advance payment ability and payment method of medical insurance funds. So this paper argues that Shanghai drug procurement with target quantity will be promoted step by step and at the same time the tripartite system reform should be simultaneously implemented. 　　KEY WORDS drug； bidding； purchase with target quantity； the tripartite system reform
