中小企业技术创新风险政府补偿机制的研究 　　摘要：中小企业技术创新风险分摊是中小企业技术创新风险防范必要重要途径，但风险社会分摊在实践中存在风险过大，市场利益驱动不足，导致风险分摊契约缔结障碍现象，因此需要政府对中小企业技术创新风险分摊主体进行补偿。本文对中小企业技术创新风险政府补偿的概念、原理及机制展开了研究，并对实践中补偿政策进行分析，提出了改进建议。本文认为中小企业技术创新风险政府补偿实质就是建立完善中小企业技术创新风险与收益均衡机制，构建一个边际风险成本与边际风险收益均衡的框架，将中小企业技术创新市场信息不对称、市场不完善、制度不健全等因素纳入其中，建立以价格机制调节为主，非价格机制为辅的市场供求调节体系，以消除风险因素对市场信号和价格机制的扭曲，促进中小企业技术创新风险分摊体系有效良性的运转。 　　Abstract： Risk sharing of SME technological innovation is an important and necessary way for SME to prevent technological innovation risks. However， risk social sharing has too much risk in practice and market interest is insufficient to actuate， which result in obstacles to the formation of risk-sharing contracts. Therefore， it is necessary for the government to compensate risk-sharing principal part of SME technological innovation. This paper studies the concept， principle and mechanism of government compensation for technological innovation risk in small and medium-sized enterprises， analyzes the compensation policy in practice and puts forward suggestions for improvement. This paper argues that the essence of government compensation for technological innovation risks of SME is to establish and improve the risk-return balance mechanism of technological innovation for SME and to establish a equilibrium framework between marginal risk cost and marginal risk return， to consider SME technological innovation market information asymmetry， imperfect market， system imperfect and other factors， to establish a price adjustment mechanism as main， supplemented by non-price-based market supply and demand adjustment system， to eliminate distortions by risk factors on the market signal and the price mechanism and promote effective and benign operation of SME technology innovation risk-sharing system. 　　关键词：中小企?I；技术创新；风险分摊；风险补偿 　　Key words： SME；technological innovation；risk sharing；risk compensation 　　中图分类号：F270 文献标识码：A 文章编号：1006-4311（2018）06-0095-05 　　0 引言 　　在中小企业的发展进程中，技术创新是推动中小企业发展的关键因素，中小企业也是技术创新的重要源泉，中小企业较大型企业而言具有
