南水北调工程建设征地生产安置的方案分析 　　摘要： 本文根据南水北调总干渠工程建设征地的特点，以黄河北至?h河北段中鹤壁市工程建设征地为例，分析了征地前后各地的种植业收入损失，对出村调地生产安置和本村生产安置两种方案做了具体分析论证，得出了两种方案都能达到生产安置的目标值，但本村安置方案避免被征地农民远离家园与重新安置，因而便于实施，同时又节省投资，所以该方案是较优方案的结论。文中的分析思路、方法和结论可为其他水利工程所借鉴，以利于在以后的工程建设中，征地移民生产安置工作顺利实施。 　　Abstract： Based on the characteristics of land acquisition in the main canal construction of the South-to-North Water Diversion Project， this paper takes the land acquisition of the Hebi City in the northern part of the Yellow River to the northern part of the Youhe River as an example， analyzes the income loss of the planting industry before and after the land acquisition， and makes a specific analysis and demonstration of two schemes： the land acquisition and production resettlement scheme out of the village and the production resettlement scheme in the village. The results show that both the two schemes can achieve the target value of production resettlement. However， the resettlement scheme in the village avoids the land-expropriated farmers away from their homes and relocation and it is facilitate to implement and can save the investment， so this scheme is the superior scheme. The analysis ideas， methods and conclusions of this paper can be used for other water conservancy projects， and is facilitate to the land acquisition and production resettlement work in subsequent construction. 　　关键词： 南水北调；生产安置；方案分析 　　Key words： South-to-North Water Diversion；production resettlement；scheme analysis 　　中图分类号：TU201.7 文献标识码：A 文章编号：1006-4311（2017）23-0083-02 　　0 引言 　　南水北调中线一期工程总干渠黄河北～?h河北段，起点位于焦作市温县北冷乡北张羌村，穿黄工程的末端S点，设计桩号Ⅳ0+000，终点位于安阳市汤阴县韩庄乡驸马营村，?h河倒虹吸的出口，设计桩号Ⅳ196+749.9，全长196.75km，用地范围涉及焦作市、新乡市、鹤壁市、安阳市。鹤壁市段起点位于新乡市与鹤壁市交界的淇?h北阳镇枣生村，终点位于鹤壁市与安阳市交界的开发区黎阳路办事处侯小屯村，总长29.22km。 　　1 工程概况[1] 　　工程建设用地涉及鹤壁市的淇县、开发区、淇滨区3个县（区），含9个乡（镇）、35个行政村。 　　本渠段共布置各类交叉建筑物55座，其中河渠交叉建筑物4座，左岸排水12座，渠渠交叉建筑物4座，节制闸1座，退水闸1座，分水口门3座，公路桥20座，生产桥9座，铁路桥1座。 　　2 征地影响情况及主要设计成果 　　工程建设用地943.93hm2，其中永久征地402.12hm2，临时用地541.81hm2。工程建设搬迁涉及6个行政村201户830人（其中农业人口214人），拆迁房屋面积54684.25
