II II 内 容 摘 要 21 世纪的高校担负着培养高级专门人才、发展科学文化的双重任务，它同国家 的经济发展和科技水平的提高有着最为直接的联系。在国际竞争的战场上，高校正发 挥着前沿阵地的作用。对于个人的发展来说，接受高等教育是充分发挥自身潜能，达 到较高发展水平的重要条件。目前，我国高校素质教育的实施虽然取得了一定的成果， 但是，仍然存在很多问题和不足。在综合国力竞争日益激烈，我国正在全面建设小康 社会的关键时期，研究高校素质教育的实施是促进高等教育健康发展，实施人才强国 战略的重要课题。因此，研究新世纪的高校素质教育的实施有着重要的理论意义和实 践意义。培养高素质创造性人才是高校面向 21 世纪的重要任务，高校实施素质教育 是社会发展的需要，是国家民族复兴的必然，它是以培养大学生具有创新精神和实践 能力为核心目标的一种教育思想和教育模式。本文主要从三个方面展开研究：高校素 质教育的内涵及其实施的必要性；高校素质教育实施的现状分析；高校素质教育实施 的对策。 关键词：高校素质教育 实施 研究 III III Abstract Colleges in 21th century have the dual burrdens of training the specialized talented person and developing science and technology , which have the most direct contact with the national economy development and the higher lever of science and technology . On the batterfield of the international competition , colleges have the leading roles . As for personal development , accepting appropriate college education is very important to exertive oneself potential talent and attain higher development lever . For the moment , although the College Diathesis Education in our country have achieved many success , there still exist a lot of problems and shortage . Therefore , the research of the Measure of College Diathesis Education in 21th century has both theories and practices significances . Training the person with ability of high diathesis and creativity is the college’s important task toward the 21th century . College Diathesis Education is also the need of society development , which is an education idea and mold whose core object is to train college student’s creative spirit and practice ability . The paper is divided into three parts to discuss the Research of the Implement of College Diathesis Education: the conception , the analysis of current situation and the measure of the research .
