II II Abstract In recent years , the rising of the global temperatures and the warming of the global climate is leading to the iceberg melting and the sea ice area reducing in the arctic . its strategic position is highlighted increasingly , countries around the world are making and issuing their Arctic strategy one by one , competing in this area for the blue enclosure movement , the problem in arctic is becoming a major topics of international politics. Early in the cold war period, the Arctic region was one of the strategic areas between USSR and USA . After the end of the cold war, with the US-Soviet detente, the collapse of the Soviet Union, Russia replaced USSR , continuing to play the role of competing in this region . As the two arctic nations, Russia and the United States in different historical period, continue to introduce their new Arctic strategy, to guide the respective departments related activities in this area, to obtain their respective national interests. China, as a big country in the world, is not the Arctic country, however, the Arctic region, as the all mankind public inheritance, each country has the right and should have the UN law of the sea under the respective in the region of the legitimate interests, China is no exception. Comparing with the above two arctic countries, due to national strategic blunder on the Arctic region, China did not pay enough attention to this area, the study also started later. Up to now, China has no Arctic strategy, the Chinese government has not issued any one with the Arctic relevant policy document. After comparing and analyzing the Arctic strategy between the Russia and the United States from the geographical, history, politic, economy, security and other aspects of scientific research, we can get some useful experiences to provide some thinking for the Chinese government to develop an Arctic strategy in the future.
