普通高校录取率GM预测模型及其的应用的研究 　　摘要：作者运用基于灰色系统理论建立起来的普通高校录取率GM（1,1）预测模型进行计算，发现在普通高校持续扩招的背景下，由于高等教育适龄人口逐渐减少、高校生源从多种渠道流失，我国普通高校的招生录取率到2023年将会出现“百分之百”现象，届时普通高校将面临激烈的生源竞争。为了保证普通高等教育可持续发展，非常有必要进行前瞻性规划，适当放缓普通高校的扩招速度，创建模式多样、富有特色的高等院校，切实提高普通高等教育质量，并积极拓展海外生源。 　　关键词：普通高校；录取率；灰色预测模型；生源预测 　　中图分类号：Ｇ647.32文献标识码：Ａ文章编号：１６７２－００５９（２０11）０3－００60－０5 　　 　　An Application Research of the Grey Forecasting Model (1, 1) in the Enrollment Rate 　　of Chinas Regular Higher Education Institutions 　　CHEN Wei, CHENG Wei 　　(School of Educational Science, South China Normal University, Guangzhou 510631, Guangdong, China) 　　Abstract： Under the background of a sustained expansion of regular institutions enrollment, the decrease in college-age population and the outflow of talents through multiple channels, a grey forecasting model (1, 1) of the enrollment rate of regular institutions is built in the paper. It is found that the enrollment rate of regular institutions will reach one hundred percent by 2023. By the time, the regular institutions will be faced with intensive competition of enrollment. To ensure sustainable development of regular higher education, it is imperative to a conduct a prospective strategy, such as slowing down the expanding speed of higher education enrollment, building a diversified and characteristic higher education system, improving the quality of regular higher education and enrolling overseas students. 　　Keywords： Regular higher education institution; Enrollment rate; Grey forecasting model; Enrollment forecast 　　 　　我国普通高等学校①自1999年扩大招生规模以来，招生人数从当年159.68万人增长到2010年657万人，平均年增产率近26%，呈现快速的增长态势。然而报考人数增长到2008年1060.67万人后盛极而衰，2009年首次出现下降趋势，当年报考人数约为1020万人，比2008年减少了3.8%，2010年报考人数继续下降到957万人，比2009年减少了63万人。招生人数和报考人数的一升一降无疑提高了普通高校的录取率（Enrollment Rate of Regular Institutions，简称为ERRI），致使2010年全国普通高校录取率接近70%，“许多省份高考录取比率均超过80%，而全国大学录取人数仍然在持续增加”[1]。按此发展趋势，在不加干预的条件下，不久的将来，我国普通高校极有可能出现录取率“百分之百”的现象。然而，学生报名参加高考不等于就达到了普通高校录取的标准和具备了升入高一级学府深造的能力，录取率达到百分之百其实表明高等教育即将出现生源危机。如果任其发展，不加干预，将会导致一些高校关门停办或降分
