Finally, the evaluation of the implementation of urban master plan in Tianjin should be carried out based on the principles, key points and approaches mentioned above. In the evaluation procedure, qualitative and quantitative analysis should be combined, and techniques such as remote sensing, GIS and dynamic data base should be adopted. The evaluation of Tianjin should be comprehensive, major points of which include: the changes of macro-environment and policy, the annual plan management of planning formulation, the target system of city orientation, the dynamic monitoring of construction land, the system of urban sustainable development, the system of information disclosure and public participation, the implementation of planning policy and supporting measures. This paper summarizes the important role of master planning in promoting social and economic development, and at the same time it points out the existing problems of master planning in terms of urban scale, urban system, layout structure and supporting system. With above analysis, principles and suggestions have been put forward to improve the master planning of Tianjin.
