民族地区实施旅游标准化的研究 　　[摘 要] ?S着我国旅游业的蓬勃发展，旅游业标准的制定和实施为旅游业的经营管理提供了技术性依据，对实施民族地区旅游标准化提供参考价值。民族地区旅游标准化的内容包括旅游服务设施标准化、服务基础标准化、管理标准化、卫生安全标准化、生态环境标准化，以及加强民族地区旅游的立法工作。广西三江侗族少数民族地区在实施旅游标准化过程中存在着基础硬件设施滞后、标准化战略实施困难、旅游标准化人才缺乏等问题。应通过指导试点打造特色标准化品牌、实施“内外同步”战略、加强旅游标准化人才培养等途径，加强三江旅游标准化建设。 　　[关键词] 民族地区；旅游标准化；三江旅游 　　[中图分类号] F59 [文献标识码] A 　　[文章编号] 1009-6043（2017）04-0065-03 　　Abstract： With the booming development of Chinas tourism industry， the formulation and implementation of tourism standards provide technical support for the operation and management of the tourism industry and a reference for developing tourism standardization in minority regions. The standardization contents cover tourist service facilities， service foundation， management， sanitary safety， ecological environment， and legislation for strengthening tourism development in minority regions. Problems for implementing tourism standards in the Dong minority region in Sanjiang region， Guangxi province， include backward infrastructure， difficult implementation of standardization strategy， and insufficient talent. The tourism standardization in Sanjiang region could be enhanced by guiding the building of standard brands with characteristics in pilot areas， carrying out inside and outside synchronization strategy， and invest more in building a talent pool for tourism standardization. 　　Key words： minority region， tourism standardization， tourism in Sanjiang region 　　一、民族地区旅游标准化的背景 　　旅游标准化是针对旅游行业的生产、经营、服务和管理活动过程中的重复性事物和一般性概念，通过制定规范和标准、贯彻实施规范和标准，并对实施情况进行监督检查，从而促进行业运行的有序性、旅游经营的规范性和服务质量的稳定性。民族地区旅游标准化是针对民族地区特有的民族性和独特性制定的认证体系。旅游标准化是旅游行业各工作的重要部分。 　　自1987年我国首次出台星级饭店评估标准以来，我国已经颁布了近30项旅游标准，是世界上制定和颁布旅游标准较多的国家。随着我国旅游业的蓬勃发展，旅游业标准制定工作呈现加速趋势，未来还会有更多的国家和行业标准制定实施。旅游业标准的制定和实施为旅游业的经营管理提供了技术性依据，对实施民族地区旅游标准化提供参考价值。 　　随着我国旅游业快速蓬勃发展，民族地区旅游因其集民族性、异域性、神秘性、资源独特性、休闲性和文化体验性于一体，逐渐成为旅游新热点，一些民族旅游先发地区已经建立起完善的民族地区旅游基础设施，具备了提供便利旅游服务的能力，向游客呈现独具民族特色的旅游产品，这些地区的旅游要素的逐步完善，为民族地区旅游标准化工作奠定了基础。 　　二、民族地区旅游标准化的内容 　　（一）民族地区旅游服务设施标准化 　　民族地区旅游标准化的基本内容包括民族旅游住宿设施标
