城市公用事业公司发展战略研究-工商管理专业论文.docx

摘 要 公用事业是现代城市的重要组成部分，公用事业配套设施对现代化城市的良 好运转起到了重要的保障作用。自 1978 年改革开放以来，我国的经济建设取得 了巨大成就，随之而来的是中国城镇化发展，这个进程到目前为止，只是一个开 始还远远没有结束。 党的十八大以来，我国进一步深化改革开放，国家陆续出台了一些政策，要 加快城市基础设施建设，以改善我国人民生存和生活环境，这是我国的基本国策， 体现了执政为民的理念。 由于各地经济发展水平不同，人口构成不同，区域文化不同，执政水平参次 不齐，城市公用事业配套的发展水平也不相同。有的适应发展需要，促进了地区 发展，有些则问题暴露越来越多，对当地的发展形成了制约。 本文通过研究国内外公用事业发展状况，结合我国的政策环境，借鉴先进地 区经验，分析公用事业发展趋势，为城市公用事业公司实现可持续发展制定对策。 最后以某一新兴区域公用事业公司为例，应用内部、外部环境分析、企业资源情 况调查、SWOT 分析等企业战略分析工具进行实证研究，为企业制定发展战略。 通过这一课题研究，希望帮助公用事业类公司进行战略定位，明确未来的发 展方向和企业经营发展应该采取的战略，从而帮助企业摆脱发展中的困扰，走上 迅速发展的快车道，更好的服务当地区域的发展。同时也希望对处于同样发展阶 段、面临相似问题的同类企业提供借鉴。 关键词：城市 公用事业公司 发展战略 ABSTRACT Public utility is an important part of modern city, and public utility facilities are significant guarantee of a well-functioning modern society. Since the reform and opening up in 1978, China has made great achievements in the economic construction. At the same time, China’s urbanization has developed, which, up to now, has only been an beginning and far from the end. Since the 18th CPC National Congress, China has further deepened the reform and opening up. In order to speed up the city infrastructure construction to improve our peoples living environment, our government has successively promulgated a number of policies. It is Chinas basic national policy, which embodies the concept of governing for the people. Because of the differences of economic development, population composition, regional cultures, and goverance level in different areas, there are great diversity in the development of public utility facilities. Some have met the need of development, promoting regional development, while some have exposed more and more problems, thus limiting local development.
