Contradictions which occur repeatedly in the management of agricultural lands, here are the most typical and severe. Problem-oriented research methodology is adopted in this thesis. After much literature research, qualitative analysis, deduction and summarization, use urbanization theory, equity theory, new public management theory, social security and related theories, the current problems and their origins in agricultural land management in marginal urban communities are investigated in this thesis to achieve probable solutions. The main research contents and results are here as follows: Problems in current agricultural land management in marginal urban communities are summarized as follows: 1. the decline in agricultural land areas and efficiency; 2. disorders of function of agricultural land, irrational investment layout, and spread of opportunism, 3. complication of industrial structures. Problems in agricultural land management also impact the community management, which leads to diverse benefit demands of community groups, severe contradictions among groups, and increasing pressure on the community stability. Origins of problems in agricultural land management in marginal urban communities are analyzed. 1. Existing land property system is not conducive to intensive utilization of agricultural land. 2.
