20 世纪以来，现代化发展已经进入生态现代化时代，人们对社会的关注已由物质 和精神两大领域发展为物质、精神和生态环境这三大领域。社会发展理念已经由牺牲环 境换取经济增长转变为经济增长与生态环境保护“双赢”。城市化已经由以往的扩大生 产力，提高生产效率追求单一工业化的发展目标，转变为注重生态环保的生态城市化时 代，马克思通过对现代性的诊断和批判更加肯定了生态城市化建设的重要性。 人们通过对生态文化的建构和普及，提高人们的生态意识，使人们从解决工业污染、 调节产业矛盾、改变生产模式、实现工业循环发展等多方面对生态城市化建设进行了科 学的论证和实施，为生态城市化建设打下坚实的基础。 本文研究以建构生态城市作为基本的理论基础，通过分析吉林省生态城市建设过程 中存在的市场经济体制和产业结构尚不完善、经济发展未能满足城市化建设的需要、经 济增长方式单一，生态建设的投入能力不足，生态机制不健全，监督体系无法监管到位 等问题。从文化建设和经济建设两方面探讨了生态城市建设的方法和对策，希望能够为 生态城市建设提供理论上的参考，进一步推动生态城市建设理念的普及和推广。 关键词：生态现代化；生态城市化；双赢；生态文化 Since the 20th Century, the development of the modernization has entered into the era of ecological modernization stage, people’s concern for physical and spiritual realms has transferred to the areas of physical, spiritual and ecological environment. The conception that the development of the society has been changed from sacrificing environment for economical growth into a “win-win” situation of both economic growth and ecological environment protection. The goal of Urbanization development has changed its attention to environmental protection of ecological urbanization other than the previous single industrialization development target of extending productive power and improving the production efficiency .And Marx affirmed the importance of ecological urbanization more by diagnosing and criticizing modernity. People improve the ecological consciousness by constructing and popularizing ecological culture. It helps us solve the problems of industrial pollution, adjusting irrationalities in the industrial structure, changing the production mode, and realizing the development of industrial; even provides construction of Eco-City with scientific evidences and implement in order to lay a solid foundation of Eco-City construction The study of this paper is based on the Eco-City construction theory, by analyzing the problems that exists in Ji Lin Province Eco-City construction, such as the imperfection of market economic structure and industrial structure, the development
