Besides, SMEs are the main carrier of scientific and technological achievements. High-tech SMEs are committed to convey scientific and technological achievements into practical applications, while continuing to promote the development of science and technology to meet market demand. High-tech SMEs play an increasingly important role in the field of science and technology development. Through continuous transformation of scientific and technological achievements, as well as constantly promote high-tech products, high-tech SMEs also plays an important role in economic development.In China，there is a large number of SMEs,and the number is over 140,000.The scale of SMEs is relatively small. These enterprises solve a lot of jobs，and make great contributions to GDP. But these technology-based SMEs are not smooth sailing in the development process.There are many obstacles and difficulties. Compared to large enterprises and monopolies, the vast majority of SMEs are facing the problem of funds shortage. Technical level of SMEs is not high,also is the level of human resources. These common problems exposed some shortcomings of national policies in support of SME development process. Government policies are lack of systematic, targeted and can not create a good environment for the development of SMEs.
