II II ABSTRACT With China’ s continuous deepening to become a member of WTO and global integration, the unprecedented enormous change of idealistic notion and management mode has been happening in every industry in the social. Small business do big market has become a tendency. At this time, with the furthering of the electronic ticket, air agent could sale the air ticket of any section and the traveler could have a regular trip just need effective credentials so that the business of air ticket agent could breakthrough the region restrictions. But the change of management mode is followed by new management problem. How to attract more distributors? And let them accomplish the air ticket’s sale by themselves alone? How to bring down the management cost and at the same time, manage all the distributors timely and efficiently? All the problems above have become the bottleneck of each distributor’s development. The traditional way of the air ticket’s sale is use the phone, and it must switch-in the dedicated network of civil aviation. Under this condition, if the distributor wants to do the business bigger and better needs huge popularization cost, and even then could not manages the distributor timely and effectual. The electronic business as a modern circulating style has the feature of high efficiency、low cost、wide range and so on. It has changing the traditional production operation and consumer service mode. The electronic business has been the important way which the business use to earns the continuing competitive advantage、to protects the market share、to guarantees the effectiveness of operation. But the new problems also come. The traditional air ticket market system was special based on civil aviation and separated from network, the operation totally through English instruction code, so it just hold for the narrow range of people.
