PAGE l l l 【封一】 毕 业 设 计 [论 文] 题目：私营建筑行业农民工社会保障问题探索 ————以河南省为例 系 别： 工商管理系 专 业： 劳动与社会保障专业 姓 名： 学 号： 162407141 指导教师： 河南城建学院 2011年5月20日 摘 要 私营建筑业农民工承担着苦、脏、累、难、险、重的工作，但他们的社会保障问题却迟迟得不到有效解决。如何对私营建筑业农民工进行正确定位，如何在最大范围内保护私营建筑业农民工的权益，如何利用有限的资源，有针对性为他们提供行之有效的服务与管理，这些都是政府管理要面临的严峻问题。 本文从选题背景出发引申出私营建筑业农民工社会保障的问题，并阐述了私营建筑业农民工社会保障的研究的目的及意义，同时提出本文的研究要点难点和内容。以建筑业农民工社会保障为研究对象，通过阐述私营建筑业农民工社会保障的真实状况，发现还还存在着劳动合同签约率低、工资拖欠严重、社会保险参保率低等问题，并对这些问题的成因进行了剖析，认为造成这些问题的主要原因有：城乡二元体制、已有社会保障机制不完善、政府在政策实施中的管理和监管力度不够、建筑业农民工法律维权意识淡薄、建筑企业内普遍存在的“包工制”。 本文针对这些问题及其成因，阐述了今后在开展私营建筑业农民工社会保障工作时可以尝试采用以下措施以改善目前状况：完善政府职能，加强政府监管；完善社会保障制度，建立适合于建筑业农民工的社会保障模式；积极完善私营建筑企业农民工用工制度；提高民工综合素质；以“土地换保障”，提高农民工社会保障水平。 关键词：农民工，社会保障，私营建筑业 ABSTRACT Construction workers bear suffering, dirty, tired, difficult and risks, heavy work, but their social security problem is solved effectively delays.
