tract Public governance is a new revolution happened after the new public management, which has been a direction indicator for social reform of the world. The Chinese government also wants to achieve the goal of good management of the community by moving public governance forward. Therefore to improve public governance should be the essence of government reform and harmonious society construction. Citizen participation is an inherent requirement of the public governance, and an important indicator of the degree of democracy. Furthermore citizenship is the theoretical foundation of public governance. Only studying citizenship in the Public Administration and raising it to some extent, can the revolution of public governance achieve a breakthrough. This paper first describes that the concept of citizen is the foundation theory of public governance. Illustrating from the inherent requirements of the public governance, it proves the citizens is very important for public governance. What’s more, with comparing the four governance models, it highlights the key point to citizen participation is that the individual participates in public governance as a citizen. And then the significance of the concept of citizen for public governance is demonstrated. Based on studying the significance of citizen to public governance, chapter III raises another basis with comparing with the Box citizen model, which is the significance of participation for citizen. According to that it is divided into four citizen models, which is rejectism, organon, finalism and constructivism. The citizenship of the public governance is composition of citizenship is pointed based on the inherent requirement of public governance.
