Abstract With the global energy crisis intensifies, energy efficiency has become a critical problem of the development of human society. Chinese energy situation is not optimistic, and Chongqing , as a young rapid developing municipalities, needs more energy to satisfy its rapid development of the construction industry. Since Chinese reform and opening up, its economy has led to the rapid development of the construction industry in Chongqing, and in addition, the policy of exploring western China gives Chongqing an unprecedented opportunity for the city to promote its public buildings. As concerning the indoor comfort requirements gradually increase, the energy consumption of air-conditioni systems in public buildings can be used in the proportion is increasing at the same time. So started from the air-conditioning system, the author thinks that the Chongqing municipal energy consumption of public buildings and the ways to reduce energy consumption are very significant. In this paper, the author attempts to find out the actual situation in China for building energy audit approach in energy audit of the Three Gorges Museum building , and makes a research of energy saving on the audit problems found in the air-conditioning system, and also make references to the other public buildings for energy audits and energy saving. The author has conducted an investigation on dozens of public buildings in Chongqing City, including the type of shopping center construction, hotels, offices and hospital buildings. From the data we can Fig.ure out the message of their construction energy consumption guideline, air conditioning energy consumption guideline, proportion of air conditioning energy consumption, percentage breakdown of energy end use, and proportion of air conditioning electricity consumption.
