华中科技大学硕士学位论 华 中 科 技 大 学 硕 士 学 位 论 文 II II Abstract In the process of economic industrial structure transformation in China, tourism in scenic spot was unprecedented developed, as well as its development it brings a lot of negative effect on ecological environment and landscape of scenic spot. Due to the scenic spot planning system is not perfect and management of examination and approval’s deficiency, it makes the planning departure from the implementation and makes the development and protection in to the dilemma situation. Its main reason for this problem is lack of regulatory detailed planning in scenic spot and its control content is not clear. Accurately master the control factors contents is the foundation of the scenic spot regulatory detailed planning. According to the comparison of the scenic spot regulatory detailed planning and city regulatory detailed planning, making concludes that both in planning objectives and control elements are different. At the foundation of the responsibilities and requirements in the planning managements of scenic spot regulatory detailed planning as well as the requirement of scenic resources protection, tourist demand, public interest maintenance in the process of the its master plan, it is necessary to make expansion and adjustment, for the control elements of scenic spot regulatory detailed planning. Lastly made a conclusion that scenic spot regulatory detailed planning mainly includes resources protection, land use, the environmental capacity and construction, landscape environment these six control actions.. through the basis of control elements, it puts forward the control factors of scenic regulatory not only should include the construction development, but also the protection for land.
