东北大学颂上学位论文 摘要 环境公平：环境政策的价值取向 摘 要 在现代社会，任何一项政策的背后都隐含着～种特定的价值追求，即使像环 境政策这样技术性规范占有相当大比例的政策也不例外。而目前对环境政策的价 值观研究还处于起步阶段。 本文认为对环境问题的研究不应从全人类有完全相同的利益的抽象假定出 发，因为这样不但流于空泛而达不到效果，更可能助长社会中或国际上的强势者 以环保为借13侵犯弱势者的生存权与人权。而应从现实中不同的利益主体出发来 探讨环境问题。只有实现了环境公平，环境问题才能够得到真正解决。 其次，论文通过对主导环境政策价值取向的功利主义、激进自由主义进行了 批判性分析，指出效率原则和市场取向无助于环境问题的解决，进而研究了罗尔 斯的正义理论和生态社会主义的主张，这些理论为环境政策以公平为价值追求目 标奠定了理论基础。分析了环境公平的重要性以及环境政策的本质属性，通过对 环境政策的历史起源进行分析，指出环境政策只有将其价值取向指向公平，才能 解决现时代的环境问题。 最后文章分析了我国目前环境政策体系对公平原则的偏离以及现实中存在的 环境不公平现象。环境不公平差距的不断加大可能对经济增长的潜力带来负面影 响，也可能造成社会的不稳定，因此必须矫『F现有环境政策价值观，把环境公平 作为环境政策的价值取向。 关键词：环境公平环境政策政策价值观  东北大学颂上学位论文 Abstraet Abstract In the modem society,every policy contains certain value pursuing．There is no exception with the environmental policy,in which the technological rules occupy a great proportion．However，nowadays the people’s view of value towards the environmental policy isjust on its way． This thesis points out that the environmental policy should not be studied from the abstract hypothesis--the human beings share the sarne interests，for it’s not reasonable and effective，and in addition，it would encourage the strong to invade the existing and human rights of the weak by the excuse of environmental protection，Instead，we should study it from the view of the existence of different subject of interests in the reality．The environmental problem can be really solved only if the environmental equality is realized． Moreover,this thesis critically analyses the utilitarianism and liberalism，which dominate the value orientation of the environmental policy,and pointes out that the efficiency principles and the market orientation are helpless to the settlement of the environmental problem．It also studies the justice theory of Rawls and the social ecological theory，which set up the theoretical foundation for the environmental policy in which equality is the goal of value pursuing．Through the analysis of the importance of the environ
