河北经贸大学硕士学位论文 Abst r act With the development of economic globalization, the international industrial restructuring emerges the tendency of high-tech, service, and ecological. Human capital has increasingly become a source of economic growth along the approaching era of knowledge economy. Hebei Province put forward clearly that take the industrial structure evolution as the primary task of the government, basing on the Hebei Province outline of the Eleventh five-year program for National Economy and Social Development. With abundance human resource, the labor force however could not meet the requirement of industrial structure evolution and the development of high-tech industry due to the low quality of the labor. Against that background, the paper expounds the human capital’s supporting of industrial structure evolution in Hebei Province. Some corresponding countermeasures are given followed, which has practical significance to enhance human capital reserve and promote the industrial structure optimization. Multiple regression statistical analysis，comparative analysis are implicated in the process of analysis and calculation. The status quo of industrial structure is presented through the proportion changes over years and the deviation between industry structure and employment structure, while the human capital stock is calculated through methods of interpolation and extrapolation. Through the construction of Solomon Model, the paper then analyzes the contribution rate of human capital factor to industry growth. The result indicates the economic development mainly rely on the material capital investment and labor inputs. Therefore, the economic development of Hebei Province is still in its stage of extensive, which demands human capital input energetically.
