摘 要 港口在海上交通运输企业中发挥着重要的作用。然而由于港口货物繁多，机 械设备大型化、自动化，装卸过程复杂等因素，港口生产的安全压力越来越大。 在连续生产过程中，由于人的不安全行为、物的不安全状态和环境的不良情况导 致人身伤亡、财产损失事故时有发生。信息化是提高安全生产水平的重要途径和 必然选择。 基于 GIS 的港口安全生产管理系统是以地理信息系统（GIS）为基础，把 GIS、 GPS 技术引入到港口安全生产管理中，加强人员、车辆和现场的监控，梳理原有 的安全管理业务流程，建立新的安全管理标准制度，搭建一个适合港口安全管理 的软件平台。 本文对当前国内外的港口安全管理现状进行分析和研究，在充分了解和掌握 天津港安全管理现状的基础上，采用模块化开发，实现了安全管理系统的核心模 块，本文的主要工作包括以下几方面： 1.分析天津港安全管理现状和安全管理信息化存在的问题； 2.梳理现有的安全管理业务流程，理清此次平台搭建的需求； 3.完成系统的整体架构设计和功能设计； 4.对其中的核心模块进行编码实现。 关键词：安全管理，GIS，模块化 I ABSTRACT Port on the sea transportation enterprise plays an important role. However, due to the goods is various, the port machinery large-scale, automation, complex factors such as loading and unloading process, the safety of the port production pressure is more and more big. In the process of continuous production, because the unsafe behavior of people, unsafe state of object and environment of the bad situation cause personal casualty and property loss accident to happen from time to time. Informatization is an important approach to improve the level of safety in production of and the inevitable choice. Port safety management system based on GIS is based on geographic information system (GIS), the GIS, GPS technology is introduced into the port production safety management, strengthen the personnel, vehicles, and the scene monitoring, combing the existing safety management business process, to set a new standard of safety management system, set up a suitable port safety management software platform.
