摘要 车辆定位监控系统是利用空间技术、卫星定位和导航技术、无线通讯技术 相结合来实现对运输车辆进行监管的信息系统。通过应用车辆定位监控系统能 够有效的对运输车辆特别是“危化品”运输车辆进行监控、调度管理。本文结 合“中国石油天然气运输公司车辆 GPS 监控系统建设项目”探讨基于 GIS、 GPS、GPRS 技术集成的车辆定位、异常报警与监控系统的技术开发与实现过 程。 本文主要围绕车辆定位监控的设计与实现展开，车辆定位监控系统基于 B/S 架构实现。本文首先在分析车辆定位监控系统的总体、原理、组成与数据流向 的基础上，详细介绍了车辆定位监控系统的相关概念、设计原则与其所包含的 监控和回放、报警及处理、统计报表、地图服务、基础信息管理和系统管理模 块。其次，从系统的开发运行环境以及各个功能部分的实现来展示车辆定位系 统的实现过程。其中，本课题中的 GPS 监控系统即为车辆定位监控系统客户端 的具体实现。该系统目前已经稳定运行于中国石油天然气运输公司总调度中心 的监控工作站中，并且达到了监控 1 万 8 千多辆车辆的目标。 该系统立足于中国石油天然气运输公司的实际业务需求，为公司提供了设 计完备、信息量丰富、功能全面、集中管理的车辆 GPS 监控系统，有效的达到 了对“危化品”运输车辆实时监控、查询定位的目的。同时，报警及处理功能 也为公司的安全生产和车辆的调度管理奠定了基础。 关键词： 地理信息系统 全球定位导航系统 监控 定位 ABSTRACT Vehicle location monitoring system of transport vehicles is based on space technology, satellite positioning and navigation technology, wireless communications technology. It is an information system which is used to monitoring transport vehicles. Vehicles which are used to transport hazardous chemicals can be especially positioned and monitored through the system. In this paper, the CEPC vehicle GPS monitoring system construction projects to explore the integrated vehicle positioning based on GIS, GPS and GPRS technology, the exception alarm and monitoring system technology development and implementation process. This paper mainly focus on the Design and implementation to start monitoring vehicle location and vehicle location monitoring system based on B / S structure. First analysis of the overall vehicle positioning and monitoring system, theory, composition and data flow on the basis of detailed vehicle location monitoring system concept, design principles it contains monitoring and playback, alarm and processing, statistical reports, maps services, infrastructure management and system management module.
