ABSTRACTWith ABSTRACT With the constant development of the knowledge economy,the technology innovation has already become a decisive factor of economic development for all enterprise，area and even a nation．The technology innovation realizes economic influence through the technology innovation diffusion．It can say that the real meaning of the technology innovation lies in the technology innovation diffusion．But technology innovation diflusion is carried on in certain environment and the environmental factors restrict the speed and scale of technology innovation diffusion directly or indirectly．The effective technology innovation diffusion needs support of proper environmental factors．So it can provide constructive advice on optimizing technology innovation diffusion environment and promote the good development of technology innovation diffusion to study the environmental factors systematically． Having a overall view of the research achievements against technology innovation diffusion made at home and abroad，we find that many scholars study it from different aspects．It would be helpful for US to understand the technology innovation diffusion better．This paper studies the technology innovation diffusion environment with BP neural network evaluating model，in order to probe into a feasible and valid evaluation method，which gives value reference on technology innovation diffusion environment． At first,based on the meaning of technology innovation diffusion， the paper defines the inner environment of technology innovation diffusion as the study object，which is divided into four sides，including law environment， economy environment, finance environment and humanism environment，and analyses the mutual mechanism between technology innovation diffusion and environment．Secondly,it describes Ⅱ systematically systematically how all the kinds of environmental factors influence technology innovation diffusion，set up a valid environmental evaluating index system of technology inno
