摘 要: 从2004 年开始,“网格化城管”管理新模式开始萌生,到2004 年底,“网格化城 管”新模式在北京东城区试点实施获得圆满成功。随后,陆陆续续有多个城市全面推 广网格化城市管理新模式,并取得了可喜的成绩。滨海新区整体网格化建设水平始终 走在全国的前列,天津港作为北方第一大的人工港,近年来在发展四大产业的同时, 对设施管理的要求也越来越高。 随着天津港港口设施的增多,公共设施的管理运营己经成为天津港的工作重点, 由于港区管理线长面广、设施繁多、人员少和企业管理体制机制的影响,目前天津港 在公共设施管理方面普遍存在信息滞后、管理被动、粗放的问题,公共设施管理形式 突击式、运动式管理较多,因此,为了改变天津港设施管理现状,提高管理效率,尝 试通过借鉴城市网格化管理模式,结合天津港设施管理实际,建立起“天津港网格化 设施管理平台”,实现天津港网格化巡查管理,创建监督中心和指挥中心两个轴心的 管理体制,建立全面的、科学的设施管理系统和管线管理系统,最终把天津港建成具 有世界领先水平的电子港、数字港、信息港。 关键词:网格化 设施管理 天津港 I ABSTRACT From the beginning of 2004, the new model of urban management management initiation, by the end of 2004, the new model of urban management implementation is successful at Beijing Dongcheng District pilot.
