AbstractWith Abstract With the development of WTO and nade liberalization，the dramatic reduction of tariff level in most countries，and the gradual cancel ofnon-tariffbarriers such quota and license，the position of Technical barriers to ffade(TBT)is made up of strict and harsh technical standard，inspection and quarantine measure。a multitude ofitems demands for packing，marking，sanitary and environmental protection in international trade increasingly important，had become huge obstacle to Foreign Trade of country as more concealed and strong trade barrier．Chinese foreign trade has been influenced seriously． This article analyzes mechanism，form，characteristic·classification and developing tendency of TBT．The author thinks that it is certainly to bring out technological barrier and counlries have the will to set TBT due to the competition between countries．Technology gaps，differences of the demand level and public choosing theories lead to TBT between developed countries and developing countries． Developing countries to the casualty for they are in the dependent status．TBT has four classifications and forms and several characteristic such nominal rationality,legality of form， complicatedness of measure，flexibility of content，systematicness of structure，pertinence of object， inequity ofresult，etc．It has shown the trend ofextend and strengthen constantly, This article explains the influence of TBT Chinese foreign trade，and puts forward countermeasures：strengthening the basic works include measurement，standardization，quality, certification and accreditation；helping companies to improve fundamental management and promote produce quality；supporting the good，constraining the bad and exerting the functions to regulate the market and protect consumers’fight；sening early-warning mechanism and counter Technical barriers system；constructing the system of technical measures to trade to upgrade competence according to 10cal characteristic． Key words：International trade，TBT，Quality Su
