摘要随着市场经济的不断发展，各种利益冲突表象化，日趋多元化的行为主体 摘要 随着市场经济的不断发展，各种利益冲突表象化，日趋多元化的行为主体 要求加强城市规划中公众参与的力度。“公众参与不足是我国城市规划过程所 面临的重大现实问题。 首先，文章梳理了我国城市规划中公众参与的发展历程，客观分析了公众参 与的现状及存在的问题，深入剖析了在体系、法制、组织等方面存在的根源性成 因。并在参与价值理论的指导下，在剖析问题的基础上，通过大量的理论、实证 研究，界定了公众参与的主体并提出全过程参与概念；另外，文章分别对美国、 德国、日本等发达国家城市规划中的公众参与进行了全面的分析，力求通过他们 的成功经验，为我国公众参与城市规划提供理论和实践方面的借鉴。 其次，文章从公众参与规划的利益博弈和经济性两个方面，研究了我国城市 规划过程中公众参与的必要性和紧迫性，并在国内外相关理论的指导下，结合我 国的具体实际，提出了要推动和规范我国城市规划中的公众参与应加快公众参与 的法制建设，提高公众参与意识，落实知情权、参与权、监督权，引导和促进非 政府组织的参与等一系列的对策。 最后，文章根据我国现状初步构架了城市规划过程中公众参与体系，主要包 含三大要素——保障公众参与的基本要素(法制保障、组织保障、技术保障及资 金保障)、参与程序设计以及参与成效要素(信息反馈机制、成效评价体系)，以 不断完善我国城市规划过程中公众参与进程。 关键词：公众参与；城市规划；全过程 AbstractAlong Abstract Along with unceasing development of the Market—Economy,more and more multiplex behavior requests to join in the urban planning and the construction．The passion that the public participates in urban planning is advancing unprecedentedly． ‘‘the insufficiency of the public participates in’is the vital realistic question which we faces． First，this article has combed the development process of the public participation in urban planning for our country,analysis the present situation and the existence question in the process of the public participation，summary the root origin which thoroughly in aspects of legal，system and organization．Under the instruction of participation value theory,through study of the massive theories and examples，has limited the main body of the public participation and puts forward the concept of entire process participation．Meanwhile，this paper also analyzed the public participation in the urban planning in USA，Germany,Jepan to leam from their successful experience and provide the theoretical and practical aspect model for our country． Next，the article study the necessity from the public benefit gambling and the efficient．Under the guidance of the correlative domestic and foreign theory,unified our countrys social reality,a series of suggestions and strategies that Can help to promote and standardize the pu
