公共政策视角下内蒙古牧民增收问题的实证研究摘要 公共政策视角下内蒙古牧民增收问题的实证研究 摘要 随着内蒙古经济的持续快速发展和国家强农惠农政策力度的不断加大，内 蒙古农民、城镇居民的收入和生活水平都有了大幅度的提升。但相比之下，牧 民收入增长却显得缓慢，不但影响牧民生活，而且制约内蒙古经济社会又好又 快发展和全面建设小康社会进程。增加牧民收入成为新时期内蒙古发展的战略 选择。 本文详细阐述了改革开放以来内蒙古牧区实施的重大公共政策，系统总结 了在市场和政府公共政策作用下牧民收入增长变化特点及当前牧民增收面临的 主要问题，剖析了公共政策对牧民增收的影响，提出完善公共政策、促进牧民 增收的对策建议。 本文的研究不仅对完善牧区公共治理政策、促进牧民增收具有重要理论意 义，而且对于改善牧区生态环境、推进新牧区建设、加快全面建设小康社会进 程与和谐内蒙古建设，都具有重要的实践价值。 关键词：牧民，收入，公共政策，内蒙古 PUBLIC PUBLIC POLICY PERSPECTIVE OF INNER MONGOLIA NOMADS INCOME INCREASE EMPIRICAL RESEARCH ABSTRACT Along with the Inner Mongolia sustained rapid economic growth and benefit the national steps to strengthen its agriculture policy efforts to increasing，Inner Mongolia farmers，cities inhabitant’S income and living standard have a substantial ascension．But in contrast，herdsmen income growth was slow，not only influence herdsmen’S life，and restrict Inner Mongolia and rapid eco—social development and building a well—off society．Increase the incomes of herdsmen became the new period of Inner Mongol ia development strategi c choice． Thi S paper expounds the Inner Mongol ia pastoral areas since reform and opening of the implementation of the major public policy，and systematically summarizes the market and government under the role of public policy change characteristics and herdsmen revenue growth facing the main current nomads’income，discussed the problems of increasing publ ic pol icy，and puts forward the herdsman influence publ ic pol icy，promote perfecting the nomads’ income countermeasures and Suggestions． This study not only to improve the publ ic governance policies，promote pastoral nomads’income，and has important theoretical significance to improving ecological environment and promoting a new pastoral pastoral construction，speed in building a well—off society and harmonious Inner Mongolia construction，has important pract i cal value． KEYWORDS：nomads，income，public policy，Inner Mongolia ．Ⅳ． 目录引言 目录 引言 l 一、内蒙古牧区、牧民概况
