城市安全、高效用水及其评价方法研究 城市安全、高效用水及其评价方法研究 摘 要 随着人口的增长和经济社会的快速发展，我国水资源短缺、水灾害加剧和 水环境恶化的趋势在长期内仍将继续，水资源的有效利用率很低，己成为经济 增长和现代化进程中的根本性限制因素。 本文在对我国水资源安全、水环境安全和水灾害现状以及我国水资源开发 利用现状四个方面研究分析的基础上，提出城市安全高效用水势在必行；从大 量的国内外相关文献阅读中，分别总结了安全和高效用水两方面的研究现状和 评价体系，并在此基础上提出安全、高效用水的措施和对策；同时从定性和定 量两方面分别讨论两者之间的关系；以合肥为实例，采用AHP一模糊综合评价 模型，选用了饮用水安全、水资源利用效率、水生态环境安全、水管理措施力 度和社会经济效益等五大方面22个指标评价合肥地区安全、高效利用水资源现 状，计算分析显示合肥市水资源高效利用及安全状况不容乐观，提出合肥市今 后开发利用水资源总的方针应是保护现有水源，节流优先、治污为本、多渠道 开源、综合利用。 关键词：城市用水；安全；高效；评价方法；模糊综合评价；合肥市； lI Safe，efficient Safe，efficient use of water resources in city and assessment method research Abstract With increase of population and rapid development of economic society，the phenomenon of water sources shortage，water disaster increase and aqueous environment exasperation would be continued in the long term．The efficiency of water sources utilization is low and has became to be the limited factor in modernization and economic growth． Four aspects were analyzed in this article including the safety of water sources and aqueous environment，the situation of water disaster and water sources exploitation．Based on the analyse，the safe and emcient utilization of water iS emergent．The present situation and evaluation system about safety and efficiency of water sources utilization were summarized from related literatures．What’S more， the measurement of safe and efficient utilization of water was advanced．The relationship between safe and efficient utilization were discussed in qualitative and quantitative．Twenty．two index in five aspects were used to evaluate the situation of water safety and efficiency in Hefei district with AHP fuzzy comprehensive evaluation model including drinking water safety，water sources utilization efficiency，aqueous entironment safety，water measurement and society economic benefit．The model results showed the safe and eflficient utilization of water sources were not optimized．Protecting，saving，treating wastewater and multiple using are the guideline of water sources utili
