摘要随着我国经济飞速发展，人民生活水平不断提高，蓬勃发展的房 摘要 随着我国经济飞速发展，人民生活水平不断提高，蓬勃发展的房 地产行业成为国民经济的重要组成部分。但由于我国的房地产业仍处 于粗放型生产发展阶段，不少房地产企业未能有效的将房地产项目管 理理论应用于实际项目开发中，特别是由于部分房地产开发商受利益 驱使或是由于技术问题或是由于资金问题，导致产生了一批烂尾楼工 程，这些烂尾楼工程既影响市容市貌，同时也成为房地产商头痛的一 件大事。 本文以长沙市十大烂尾楼之一的海峡大厦作为研究对象，讨论它 成功开发成湘域中央商务大厦的项目管理过程。首先总结与分析了国 内外项目管理、房地产项目管理的研究现状与水平；通过对海峡大厦 的项目管理现状进行分析，找出项目管理过程中存在的问题，再结合 现代房地产项目管理理论从项目投资前景分析、项目定位选择、项目 管理的组织、项目进度管理、项目成本管理、项目质量管理等方面对 湘域中央商务大厦项目的实施过程进行重新设计，对一期项目管理的 设计的效果进行评价，并把一期的项目管理设计应用于湘域中央商务 大厦二期的开发过程中，总结取得的成绩；最后，对全文内容进行总 结，总结在湘域中央商务大厦的实施过程中的项目管理经验，为我国 烂尾楼的重新再开发的项目管理提供经验与依据。 关键词烂尾楼，房地产，项目，项目管理 AB AB STRACT As rapid development of Chinese economy,the living standard of the Chinese people has been increased a lot，the booming real estate industry has become an important part of the national economy．However, since the real estate industry is still in early stage of development，many real estate companies can not effectively apply the project management theories to the practical project development，particularly due to the factors like the interest—oriented developers，technical matters or funding problems，which result in a number of unfinished building proj ects，these projects do not only have negative effects on the image of city,but also become a hot potato to the developers． This article chooses one of the top ten unfinished buildings in Changsha-”Straits Building¨as research object，and discusses its project management process in which”Xiangyu Center Business Building”has been successfully developed．At the beginning of the article，the current research situation on the project and real estate project home and abroad has been introduced and analyzed；by analyzing the current situation on project management of the”Straits Building”，the existing problems in the project management have been found；by combing the latest theories on project management in real estate，the article redesigns the implementation process of the project ofXiangyu Center Business Building”from the following six aspects：project p
