北京大学校长基金论文集 （2003 年） 城市新区规划战略环境影响评价指标体系研究 城市新区规划城市新区规划战略环境评价战略环境评价指标体系研究指标体系研究 城市新区规划城市新区规划战略环境评价战略环境评价指标体系研究指标体系研究 Indicator System of Strategic Environmental Assessment on Plans for Urban Developing Area 环境学院资源环境与城乡规划管理专业 00 级本科生 王丹 Undergraduate Student of College of Environmental Sciences Peking University WangDan 摘 要 规划战略环境评价是战略环境评价理论在区域发展规划层次的应用，相关的 理论方法和应用研究尚处于起步阶段。在区域规划 SEA 的过程中，亟需建立一 套合理的指标体系对规划进行评价和分析。本研究以战略环境评价的研究历史和 现状为基础，根据 SEA 的工作流程和特点、指标体系建立的基本原则以及城市 新经济开发区的区域特征，运用系统分析、理论分析、频度统计、专家咨询和相 关性分析等多种方法来筛选指标。建立的指标体系具有可操作性、政策相关性、 综合性及定量性等特点。本研究的案例部分以沈阳浑南新区为例，利用指标体系 对新区规划的三种发展情景进行了评价，确定了优化的社会—经济—环境协调型 发展规划。 关键词关键词：战略环境评价： 指标体系 城市新区 系统分析 相关性分析 关键词关键词：： Abstract Strategic Environmental Assessment (SEA) of regional plans is one category of SEA and the related researches are carried out primarily. In the SEA, it is urgent to develop a set of indicators to analyze and assess the plans. In this paper, the historical and current researches on SEA are synthesized，especially on its work process and the features of urban developing area. A lot of methods are applied to select the indicators, including the system analysis，theory analysis ，frequency statistic ，expert consultation，relative analysis etc. The designed indicator system is of scientific，quantitative and applicable. The proposed indicator system is then applied to Hunnan New Zone (HNZ) in Shenyang City, Liaoning Province for assessing its developing plan. Three scenarios for the future development of HNZ are simulated through System Dynamic models. The simulation results are evaluated with the developed indicator system.
