Hello, my name is Nigel Cantwell and I had the privilege of working throughout the development of the Guidelines on Alternative Care for Children and on the handbook that followed up the acceptance of the Guidelines.
	
I though it was interesting to point out a few things about the Guidelines, and, first of all, the importance of the fact that they were developed through a collaborative effort between governments, UNICEF, NGOs, specialists and young people with experience of care from all regions of the world. and…this gives them a very good basis, or this makes them a very good basis, for continued co-operation to implement them. 
Secondly, they were accepted by the UN General Assembly as a non-binding text. 
Non-binding sometimes makes you feel that they are not going to be particularly strong in terms of the amount of force that they have but, in fact, the fact of them being adopted by the general assembly makes them a very strong tool for “Moving Forward” on alternative care.
The Guidelines build on the Convention on the Rights of the Child, in other words, they are grounded in the rights that are set out in that Convention and they are designed to be indications for policy orientation. That means that they go into quite some detail about how one is going to best implement the rights in the Convention as regards alternative care… and that is obviously an extremely important way of “Moving Forward”…. and means that they could not be a binding instrument as such because they are so detailed in the orientations that they give to governments.
Now, I say governments but, at the same time, these Guidelines are not intended only for governments by any means.  They are intended for every organisation, every service provider, any professional who is involved in some way with preventing the alternative care of children and with ensuring that alternative care, when it takes place, is in a high quality environment and suited to the childr
