The tense situation between electricity supply and demand gives a big challenge to power equipment manufacture. With supply of power equipment falls short of demand, the material and auxiliary equipment for manufacturing power equipment also falls short, and then the price is increasing continuously, which attacks the power equipment manufacture great, Especially to Harbin Boiler Company Limited (HBC) whose above 80% total cost is purchase cost. It has a significant meaning to decrease purchase cost, increase the competition of product and enhance economic benefit. A new enterprise management method, which is to form a supply chain from supplier, manufacturer, sub-supplier to clients based on SCM makes all enterprises mutual-benefiting or multi-benefiting. It supplies a new way for enterprise to decrease purchase cost. The article presents the related research situation on SCM and purchase cost management in and out of China first. On this basis, combined the current situation of purchase cost control in HBC, the article detailed analyses the composition of purchase cost and each factor affecting purchase cost. Through the calculation of HBC cost, the purchase cost in HBC coves 97% of total cost. Therefore, strengthening purchase cost control has a strategic meaning for HBC to decrease product cost and enhance economic benefit. Combined the supply situation of purchase resource in HBC, the article puts forth the plan of setting strategic partner friendship relation with supplier, which can decrease supply chain cost management in HBC through mutual new product development and cost analysis.
