摘 摘 要 世纪之初，立足于时代的要求和学科特点，我国历史课程和相关的历史与社 会课程对公民教育表现了极大的关注，开始用公民教育的理念或目标解释其学科 功能和性质。 本文以我国教育部制订的《全日制义务教育历史课程标准(实验稿)》和《普 通高中历史课程标准(实验)》为基础，结合《全日制义务教育历史与社会课程 标准(实验稿一、二)》的内容，对我国历史课程标准中所蕴涵的公民教育目标 的体系、内容、特点及其教学规范作一揭示和分析，以此探索新世纪我国历史课 程实旌公民教育的任务、目标及其途径。 主要观点： (1)历史学科在培养公民素养的知识、技能以及觉悟上有着独特的作用； (2)历史课程标准基本确立了包括公民意识、公民道德和公民能力在内的 公民教育的内容体系，以及纵向上按学段顺序逐级提升、横向上按目标顺序渐次 深化的结构体系； (3)公民教育的目标采取了以教学内容和行为动词相结合的表述方式，并 提出了相应的教学规范，有一定的可操作性； (4)与其他国家相比，我国历史课程中公民教育目标的内容表达还不够周 全和具体，重点也不够突出。 关键词：历史学科公民教育历史课程标准 第1页 AbstractIn Abstract In the early of this century,based on the requirement of the times and features of this subject，the History subject of onr country paid much attention on citizenship education，and started using this theory and aim to explain the function and character ofhistory． This paper based on Standard of History Subject伽All-day Responsible Education(ExperimenO and Standard of History Subject fn Normal Senior School (Experiment)，which are instituted by Chinese Educational Department，posts and analyses the system，content，feature and education rules of the citizenship education aim，which are contained in the History and Sociai Subject Standard．The paper is done in order to do research Oil the task。aim and method of the citizenship education in Chinese History Subject in new cen姐y． Main points： (1)History has its special effect in educating citizen’s knowledge，skill and conscious． (2)The subject standard in history basically establishes the content system of citizenship education．This system has the citizen consciousness，citizen morality and citizen skill．The standard also establishes the instruction system which develops in different directions．upwards，it steps one study segment by one； forwards，it advances in the order ofthe aims． (3)The expression method of citizenship education aim is the combination of education content and action．It also has the match education roles．It is highly practical． (4)Compared with other countries，the expression of the content of citizenship educat
